A wolf in sheep's clothing is an idiom of biblical origin, meaning that someone playing a role contrary to their real character and contact with them may be dangerous or get you into trouble. This can apply to false teachers as well as people who appear to be nice, "kind towards animals," or a "good and religious person" when in actuality they are mean, want to ban all human-animal interactions, play holier-than-thou, or whatnot.
